With Dave being dead, Cindy and Tom can return so what will be Hollyoaks' reasoning for them not coming back?

Yeah they will probably not find out Dave is dead and stay away from the village.

You would think that Tony would message them. I just think they are both happy with a fresh start in Spain with Jude.
